Elevated railway project surely solves the problem. So, members of Higashi-Muroran continuous elevated railway project research organization requested the project into Muroran comprehensive plan but it wasn't accepted. Muroran Chamber of Commerce and Industry requested to lighten criteria of the project choice. In 2000, the criteria of the project choice were relaxed by the central government. So, Higashi-Muroran area satisfies the criteria because superannuated overpass bridges to be replaced by new ones are regarded as railroad crossings.
