To put it differently， democracy is unmatured in politics in Japan. Democracy， of course， should be supported by the security of fundamental human rights and the popular sovereignty. Nevertheless， Japan is what is called a money-oriented' democracy and both rights and sovereignty are thoroughly neglected. This must be also pointed out; one of the remarkable characteristics of Japanese executives，among the world of politics， business and bureaucracy， is irresponsibilities for their words and doings. Lack of moral sense on their part should be criticised. But at the same time general public has to undertake some responsibilities for corruption in that it has turned a blind eye to leaders' conduct. The above mentioned deficiencies have impeded the democratic maturity.
