The threats different from those during the cold war are growing.Under these circumstances, the theory of 'international contribution' is dominant and it claims that the maintenance and recovery of 'international peace and security' should be prior to domestic peace and security Concerning the amendment of the constitution of Japan,there has been a theory that claims the acknowledgment of the existence of the Self -Defense Forces and the Security Treaty between Japan and the U. S. inview of the national defense. But with the change of the historical framework in international politics,a nother trend begins to raise its head ;it aims at release from the ban against sending troops overseas by the Self -Defense Forces in view of 'international peace and security' and ‘international contribution' This paper takes up the two theories and examines them critically. Both theories, one by 'Nationalists' and the other by ‘lnternationalists', are based not on the ‘Pacifism' of the Constitution but on the domestic and international‘Security'.
