The policy was considered as the important support of national econornic policy. On the other hand, the policy has not been free from the American energy poliey and the business policies of the international oil companies. They were restricted under the international military and political situations which were mainly controlled by America. The policy was in total confusion through the two oil crisises caused by OPEC. "The supply secure" was the top priority in Japan. Therefore plentiful energy supply brings about energy waste and the problems of mass production, mass consumption and mass dumping. In this paper I will review the Japanese energy policy in the latter half of the 20th ceritury.
