For prevention and intervention, global attention is focussed to introduce early mental health care program to disaster sufferers. Japanese Red Cross Society tricd to put merital health progtam into practice for sufferers in the disaster of Mt.Usu volcano in Hokkaido Japan, in 2000. Tlris program was organized by three sections : special care, private care, and mass care. Each section was carried by appropriate specialists and vorunteers. In this paper, it was pointed out that the red cross program originally needed to cooperate or connect with volunteers, spccialists and other people. This cooperation or connection was just called human network in this paper.
